Easy Chocolate Cake

3 Cups Flour

2 tsp Vanilla

2 Cups Sugar

2 Cups Cold Water

6 T. Cocoa

1 tsp. Salt

2 tsp. Soda

3/4 cup Oil

2 tsp Vinegar
